Director

Mr. Kelley is the Managing Director of Berkshire Ventures, LLC a private equity firm based in McLean, Virginia. His area of investment interest and expertise is in energy and technology companies with emphasis on the defense, energy and health care sectors. Mr. Kelley is a senior governmental affairs specialist with such clients as L-3 Communications, Inc., Prime Photonics, LLC, Vangard Voice Systems, Inc., Synzyme Corporation, Alion Science and Technology, Inc., and CoalTek, Inc.

Mr. Kelley served as Deputy Assistant Secretary for International Trade U.S. Department of Commerce from 1983 to1989. His area of responsibility was the U.S. Basic Industries Sector which included the Internationa1 Chemical Industry, the Pharmaceutical Industry, the U.S. Energy Industry, the Ferrous & Non-ferrous Industries and the Forest Products Industry.

He represented the U.S. Government in negotiations to the GATT on the Natural Resource Sector and was one of the primary participants in the Canadian Free Trade Agreement (specifically the Chemical, Mineral, Forest Products, and Energy Sections).

Previous to his appointment at the Commerce Department, he was Deputy Assistant Secretary for Congressional Affairs at the U.S. Department of Energy (1981-1983). He has also worked for Babcock Wilcox Co. (1968-1976), Union Camp Corp. (1976-1978) and was the Assistant to the Chairman for Government Affairs, Houston Natural Gas Corp. (1978-1981).

Mr. Kelley holds a BA from Fairfield University and an MA in International Affairs from Georgetown University.
